Harare City Council resorts to ‘robust’ debt collection methods

HARARE City Council has resolved to employ robust and “non-traditional” revenue collection mechanisms to finance its 2016 budget, amid growing concerns the city had failed to recover part of the $380 million owed by business, residents and other towns within Greater Harare.

Harare only managed to collect 55% of its budget projections for this year.

This came out during yesterday’s budget consultative meeting, where the city’s finance director Justin Mandizha told residents of measures the local authority would take to ensure they achieved the set targets.

Among other recovery measures, the local authority has been attaching and auctioning bad debtors’ properties.
